What happens when you rule

Your ruling is written straight into the hash-chained ledger on this machine — no network, no token, nothing to be down. When the page says it recorded, the bytes are on disk.

It does not apply itself. Applying a ruling to its canonical home stays my job, and it stays visible as owed on the record until I do it. Those are two acts, and collapsing them would delete the only evidence that the second one happened.
